Shipping Charges at JCP

I ordered a couple dresses off JCP's website after going to the store and finding NOTHING! I took one of the dresses back today to find out they don't reimburse shipping charges, which really surprised me. I'm almost positive in the past I've had the shipping charges refunded. Is this something new? The gal offered to order me something else with free shipping, but it was on the spot and a bit hard to order something immediately. I'm pretty disgusted, normally I like JCP but lately their clothing, etc., has been a bit boring.

JCP? JCPenny's? Yes, they use to reverse the shipping if you returned the entire order but the last time I had to return something they told me they don't do that anymore.
